FA230 - Financial Aid Management - Compliance without Compromise
With a seemingly endless stream of new laws and regulations, institutions have become burdened with ensuring they are compliant, while continuing to give great customer service to their students and families and all while achieving larger institutional goals. The role of the Financial Aid Office in compliance cannot be underestimated, but the Director of Financial Aid cannot ensure compliance in a vacuum.
This course is designed to examine the fundamentals of law and regulation, and of the enforcement process. More importantly, this course provides tools for School Directors, Chief Financial Officers, Enrollment Managers, and Financial Aid staff to develop and build compliant practices that don't interfere with effective operations, customer service or institutional goals.

Course Objectives
Module 1: Compliance in Context
- Illustrate and apply the essential skills required to meet the needs of the institution, the regulators, and the students.
- Examine how Title IV administration evolved and grew to where it is today.
- Recognize that knowledge is power and that compliance-based staff can understand and find creative solutions within a compliance context.
- Review sanctions and corrective actions that result from Federal Program Reviews.
Module 2: Interpreting Law and Regulation
- Differentiate between law and regulation.
- Determine how to best utilize guidance received from the Department of Education.
- Read, review, and interpret law and federal regulations.
- Utilize and interpret law and regulation to the institution's advantage in order to meet campus goals and objectives.
Module 3: Program Reviews and Audits
- Recognize the factors that will trigger a Federal Program Review.
- Establish a plan for the short term that prepares applicable campus staff in the event of an unexpected federal review or audit.
- Examine the various types of audits and reviews.
- Examine the most common findings, especially those found during both audits and Federal Program Reviews, and identify those that are most costly to the institution.
Module 4: Culture of Compliance Campus
- Set clear institutional expectations so that Title IV compliance is viewed as an "institutional responsibility" and not solely an obligation of the financial aid office.
- Facilitate open communication and build systems that will promote compliance and efficiency.
- Inform and educate all departments that are involved directly or indirectly in Title IV compliance and establish a long-term Federal Compliance Team.
- Develop institutional polices to ensure the financial aid officer (FAO) is included in any decision-making processes that effect financial aid administration and compliance.
